Government Website Design & Development

Websites for departments, districts, boards, PSUs and R&D institutions, built on GIGW-pattern information architecture from the first wireframe. Bilingual Hindi/English structure, a CMS your staff can actually operate, and the mandatory pages, policies and features GIGW 3.0 expects, so the site is certification-ready on the day it launches.

What's included

  • GIGW-mapped sitemap, mandatory pages & website policies
  • Hindi / English bilingual templates (Unicode-compliant)
  • CMS setup, staff training & operating manuals
  • Accessibility toolbar, sitemap, search & feedback features

Ideal for

  • New departmental or institutional websites
  • Scheme, event or project microsites
  • District and local-body portals
  • R&D institutes needing publication & tender sections

WCAG 2.1 AA Accessibility & GIGW 3.0 Compliance Audit & Remediation

GIGW 3.0 structures compliance across quality, accessibility, security and lifecycle management — with accessibility evidenced page by page against WCAG 2.1 Level AA. We audit your existing website against the full checklist, fix what fails, and hand you an evidence pack your auditor or the STQC Directorate can verify line by line.

What's included

  • Page-wise WCAG 2.1 AA audit with severity ratings
  • Template, code & content remediation
  • Accessibility statement & GIGW checklist report
  • Support during STQC website-quality certification

Ideal for

  • Websites that failed a GIGW or accessibility audit
  • Organisations preparing for STQC certification
  • Accessible PDF & document remediation needs
  • Periodic re-verification before audit renewal

Government Website Restructuring & Migration

Many government websites have grown for a decade without a plan — orphan pages, duplicate circulars, broken links, content nobody owns. We rebuild the structure without losing institutional memory: every existing URL is mapped, every document accounted for, and the new information architecture is designed around how citizens and staff actually search.

What's included

  • Full content inventory & information-architecture audit
  • CMS migration with redirect & link-integrity plan
  • Document library cleanup (tenders, circulars, RTI)
  • Performance uplift & mobile responsiveness

Ideal for

  • Legacy websites due for revamp
  • Platform or CMS migrations
  • Post-merger / re-organisation site consolidation
  • Sites with chronic broken-link audit findings

Web Security Hardening & Audit Preparation

Government websites must clear a "safe to host" security audit by a CERT-In/STQC-empanelled auditor before go-live — and stay clean afterwards. We harden your website defensively: transport security, headers, input validation, dependency patching and configuration cleanup, then work alongside your empanelled auditor to close findings quickly.

What's included

  • HTTPS / TLS configuration & security headers
  • OWASP-aligned remediation of audit findings
  • Dependency & CMS patch management
  • Pre-audit checklist run & post-audit fix support

Ideal for

  • New sites awaiting safe-to-host clearance
  • Sites with pending security-audit findings
  • Periodic re-audit preparation
  • Hardening after a CMS or server migration

Custom Web Application & Portal Development

Workflow systems that go beyond a brochure website: appointment and booking systems, MIS dashboards, grievance trackers, asset registers and reporting portals. Built with role-based access control, audit logs and clean REST APIs — the same engineering discipline shown in our delivered logistics platform with live API integrations and online payments.

What's included

  • Requirement study & SRS documentation
  • Role-based access, audit logs & exportable reports
  • Payment-gateway & third-party API integrations
  • Docker-based deployment & handover documentation

Ideal for

  • Appointment / token / booking systems
  • MIS & monitoring dashboards
  • Grievance & service-request tracking
  • Inventory, asset & AMC registers

Website AMC & Dedicated Maintenance Support

An annual maintenance contract with every commitment recorded in writing: content updates, security patching, daily backups, uptime monitoring against a 99.9% target and monthly reports. The three-level escalation matrix, ending at the proprietor, is included as a signed annexure in every contract.

What's included

  • Defined response & resolution SLAs (P1 / P2 / P3)
  • Content updates, backups & uptime monitoring
  • Monthly uptime & activity reports
  • Dedicated support line & named escalation chain

Ideal for

  • Departments without in-house web teams
  • Post-launch support for new websites
  • Takeover of websites built by other vendors
  • Compliance upkeep between audit cycles

Frequently asked questions

Questions government buyers ask us

What is GIGW 3.0 compliance and does our department website need it?

GIGW 3.0 (Guidelines for Indian Government Websites and Apps, published by NIC/MeitY) is the standard every Central and State government website is expected to conform to. It covers quality, accessibility (WCAG 2.1 Level AA), security and lifecycle management, with certification by the STQC Directorate. If your organisation is government or government-funded, your web presence is expected to conform and be certified.

Can you fix an existing website that failed a GIGW or accessibility audit?

Yes. We start with a page-wise gap report against the GIGW 3.0 checklist and WCAG 2.1 AA success criteria, then remediate templates, content and code, and provide an evidence pack for re-audit. We also support you during STQC certification.

Are you registered on GeM? How do we procure your services?

Yes — Sharma IT Services is an Udyam-registered Micro Enterprise (UDYAM-UP-02-0118899) and a registered seller on the Government e-Marketplace. Departments can procure through GeM direct purchase, L1 comparison or bidding. As an MSE, purchases from us count toward the 25% MSE procurement mandate and are exempt from EMD.

What does your website AMC include?

A written SLA covering content updates, security patching, daily backups, uptime monitoring (99.9% target), monthly reports and a three-level escalation matrix with named contacts — P1 site-down incidents are handled round the clock for AMC clients. Full details on the Support page.

Do you build bilingual (Hindi/English) websites?

Yes. Bilingual structure is part of our standard delivery for government websites, in line with GIGW guidance — including Unicode-compliant Hindi templates, language toggles and bilingual content workflows.

Where is our data hosted?

On India-based infrastructure. We deploy to your NIC hosting, a MeitY-empanelled cloud, or an India-region data centre of your choice — and hand over full credentials and documentation.
